In 1872, the first local engineer who had Rosario's city, Nicolás Grondona, he planned and began to construct the first Flag Memorial. Grondona's idea was to construct two towers, one in the island opposite to the city, where there would have been located the battery "Independence" and other one in the historical site of the battery "Liberty" on the coast rosarina. In the last months of the same year, from Grondona's insistence, it is achieved to construct the pyramid located in the island but the project of the monument to be constructed in Rosary does not manage to concentrate. For 1878 the monument of the island collapses due to an extraordinary rise of the river Parana.
