
For 1898, at the request of the mayor Lamas y with an intention of support the growth of the city with the appropriate Works, come back the idea of having a memorial flag. In this way, on April 16 the local council appoints to the Celebrations Commission in charge to frame the enarbolacion act of flag on the may week. According to the promoted decree of Lamas, the intent was “solemnize” an event that had been absent from civic festivals.
The appointed Celebrations Commission ask to two of its members, Jacinto Fernández and Calixto Lássaga, seek out the required information to determinate the exact location where Belgrano for the first time had hoisted the national flag. To this aim, they looked at different personalities linked with the history of the city, and based on their answers and document linked with the Belgrano’s stay in Rosario, together with available literatura (Belgrano’ story of Mitre, Annals of the city of Rosario of Eudoro and Gabriel Carrasco and a brochure made by Nicolas Grondona), a report dated by 30 June was developed. Although documents and bibliography are cited, both among personalities consulted as responsible for signing the report, the oral tradition was one element of major importance for determining the historic site of the Freedom Battery, which could be located between Córdoba and Santa Fe streets, “more or less where Brown square is located”
Since this work of historical inquiry, on July 9 1898 the foundation stone of the flag memorial was placed in the Plaza Brown, since then renamed as Belgrano Square. Even though the intention had arisen from Lamas, legal requirements established that the work of the monument would be charged to a citizens commission. In 1903 was formed one of the several Popular Pro-Flag Memorial Commissions that take responsibility of the work until 1909 the Nation on the occasion of the celebrations of the First Centenary took care of the work. According to the aforementioned Law Nº 6286, in the 10th subsection of the first article was specified that would be responsable “to erect in Rosario of Santa Fe a memorial to the National Flag”
